- Identify specific RFP instructions and evaluation criteria
- Prepare a detailed proposal outline that map in Instructions, Evaluation Criteria, Requirements Documentation and Statement of Work.
- Identify discrete writing assignments for assignment to authors.
- Perform competitor analysis and develop win themes.
- Support Baseline review (technical, management, business strategy/cost, and schedule/IMS) against the RFP documentation for completeness, compliance, strengths and weaknesses, and recommend changes for consideration.
- Update win themes for uniqueness and applicability to the Buyer’s needs, Bidder’s strengths and competition weaknesses.
- Create “storyboard” roadmaps for each proposal section.
- Provide technical / engineering resource and authors, and IMS experts as needed.
- Support the development of technical solution, schedule and cost.
